Steps to reproduce:

-Dig a 1x1 hole and place upper slab

-Fill it with water, creating a waterlogged slab block

-Place coral fan of any kind on top of the slab

Observed results: dead coral fan is placed

Expected results: coral fan is placed. (Alive)
