Just ran into this bug on my server and made a bug report. I was referred to this one. I can confirm this is still in 1.17.1 My bug report is here: MC-240568

It has been a while and I have since forgotten about this issue. I figured out if I allocated more that 2 gigs of ram then the stuttering would stop. I don't know if this issue needs further investigation or not as it is a memory issue and it was solved with more memory. I suppose I could go back to using to 2 gigs and see if there is still a problem but it might not be worth it. You can go ahead and close it if you want.
When I'm on my server it is nearly impossible to open up my elytra consistently. This glitch definitely contributes to the problem but I believe there is also another glitch where the elytra doesn't deploy fast enough.
it seems to be a modded problem. i would also like this to get fixed but i dont know where to report it.
this bug is on Mac too. i really enjoy the minecraft music and hope this gets fixed real soon.
I just encounter this bug on my 1.17.1 server and sure enough the time is past 2800000.
