Actually, if always day is enabled, you literally cannot change time of day. It says something along the lines of “it is always day” so you litterally cant unless always day is disabled.

I can't replicate it, unfortunately because I wasn't expecting to get the achievement, and i don't have another account with minecraft to try it. I've never been on the end on the realm where I got it on.
