Intel Core i5-9300H (quad core 2.40GHz)
8GB ram (2667Mhz)
NVIDIA GeForce GTX 1650
I'm not sure why, but hiding the taskbar works for me:
Right click the taskbar, go to "Taskbar settings" then turn "Automatically hide the taskbar in desktop mode" on, then play Minecraft in full screen windowed, the issue with the latency stops entirely, with a slight issue of the taskbar being annoying. Although this fixes the latency issue for me, not sure if it will for you guys.
An alternative is that when my laptop is not plugged in (not charging) this latency disappears and I can play Minecraft normally this way too, but I prefer hiding the taskbar.
