No not only the player but also the mobs. I tried it out in my testing world and its working for the mobs.
there is one way to deal with this bug
once baby turtles were born, let them be attract to you using sea grass to avoid them from despawning.
No they didn't despawn. the game literally deleted the minecarts when the server crash or sometimes when you leave the world. More bugs will be reported soon.
