Maybe it's not intentional, however, this is actually a very useful feature because redstone lamps are unique in that they act like a solid block when powered, while still being transparent on a map. This can be very useful while working on redstone map displays, animations, etc. Additionally, it's the only map transparent block that will block daylight, so it's the only suitable material to use for map displays and map tech to reduce lighting updates on big piston monstrosities (as map displays tend to be). It's my opinion that this feature should remain as is.
Alternatively, if redstone lamps are to be given color on a map, it would be really neat if the powered and unpowered states had different colors, maybe off is transparent and on is colored.

This is an issue again in 1.14+, destroyed banners that have been marked on locked maps are not removed, however this effect is immediate and does not require any re-logging. I don't think this is an intended feature of maps because of this comment I found on MC-141989 where Josh Letellier mentions "The map itself cannot be changed once locked, however banner markers are intended to be allowed to be added or removed."
Consider the consequences of this change though. Most players won't even notice that their lamp post is a differently colored pixel on a map. For those of us who work on map displays, now everything is orange and has to be re-engineered because this was literally the only block in the game with this behavior.
Imagine if someone put in a bug report "Glazed terracotta pushed but not pulled by sticky piston" and someone decided "oh that's weird" and made it behave like a regular solid block. Most players who aren't trying to push or pull glazed terracotta wouldn't even notice, but everyone who was actually using the non-stick feature would notice immediately and be rightfully annoyed that the single block with that unique behavior is gone.
I figured the redstone lamp transparency was just another little not-so-obvious feature that they will sometimes throw in there for the tech people like the aforementioned glazed terra, mangrove roots, copper grating, etc. Very unfortunate to learn that it was just a bug.
