Wouldn't it be better to start a fresh thread instead than updating one that doesn't have a response since 2017, five years ago.
Moreover it's checked as resolved, so I don't think that people are going to update it.
Unfortunally in MC-107223 there's not a response to my problem, having it already seen and it's on a different version.
It's not a custom made pack, it's the actual minecraft vanilla default one, that is not present in the resourcepack folder. Hope that clears it out
I dont know where that is, could you tell me so that i can show it to you?

maybe it could be some sort of firewall problem that made java not download/delete some files
