I'm a ps4 player and this happens to me as well, but only if I start Minecraft on Windows 10. Right know, I have the issue with my custom default skin. It won't load on PS4, error "failed to load character", but on Windows 10 it does. The character 5 is loading on PS4, but not on Windows 10. Sometimes all my character are working and sometimes not. This is really annoying.. :/
Issue is resolved for me. In the valid_known_packs.json file some packs were pointing to a wrong path. After fixing the file, I was able to download the packs again on ps4. I think I had the packs installed on Windows 10 before, that's why it was working on Windows 10, but not on ps4.

btw. I'm using the phantom.exe from GitHub, to be able to see and connect to the server on PS4. It shows me the server under the tab "Friends" -> "LAN Games". Latest version of phantom didn't make any difference though.

I'm having the same problem! Since I'm a PS4-Player, I needed a server solution and decided to run my own BDS. I'm running 5 self hosted BDS on a Windows Server 2016 since 1.14.32.1 and everything was working fine all the time.
Since 1.16.20 I was running on one of my server resource and behavior packs, which the PS4 was able to download, as well as Windows 10 Edition. They all worked just fine and I was very happy with the packs. At some point I had to reinstall MC on my PS4, it wouldn't load past the famous red Mojang Studio Loading Screen.
So yesterday I decided to update my server to 1.16.40.02. Since I reinstalled MC a couple of days / weeks ago, I had to download the resource and behavior packs, but MC just crashes when trying to download the packs. Windows 10 Edition works fine.
I'm not sure, if it's a 1.16.40 problem. I ran BDS 1.16.20 earlier and I'm facing the same problem. Windows 10 is working, PS4 can't download the packs, MC crashes and I can't join the server. Reinstalling MC on PS4 again didn't fix anything. Restarting my server didn't solve the problem as well. MC PS4 crashes all the time. Version on PS4 is 1.16.61 <- VR-Update
So.. is this a BDS, or a PS4 problem? Or a combination of both? Or is it related to the fact, that PS4-Player see a number in the server tab since a couple of days?
@qwejerrywolf: Do you have PS4-Player as well?
I really hope you fix this problem, the resource packs are awesome and I'd love to use them again!

I'm sorry, the problem wasn't the BDS. I completely forgot to update the world_resource_packs.json in the world folder. Now everything is working as expected.
