After testing around I found out this is indeed caused by the fact that you hid the particles. This most likely works as intended.
Commands:
Without particles: /effect give @s minecraft:water_breathing 10 1 true
With particles: /effect give @s minecraft:water_breathing 10 1
Unable to reproduce. The issue is your game lagging as seen later in the video.

The reason for this to occur is the other player taking up most of the spawning spaces. This means mobs will spawn more frequently at their location than yours. The chances of Enderman spawning in your farm are being reduced. This is not a bug. The easiest fix is the other player leaving the end dimension.
