This portal is very slow to search, so it's difficult for me to check if this is actually a duplicate.
It can be reproduced by following these steps:
Set the tick distance to 8
Place the painting, travel about 4 chunks away, and log out of the world
Log back into the world

It happened again in version 1.21.31.
The frequency of occurrence has decreased, but it doesn't seem to be a fundamental solution.
Shouldn't it open again?
