you mean v0.14.0 right? if so , check your options (Options/Graphics/Animated water) if "Animated water" option off , turn it on
...
but if you mean v4.0.4 i don't think this version supported anymore

this (i think) a processing problem you're device cpu are old and/or the memory space low (RAM)
