this looks like it could be a xbox networking issue. see this message:

i posted in that thread if you look for "xbox networking" in the surface pro x in settings, that is not found, where as it is found in the same build for intel based systems.

Is this an "Xbox networking" issue? On my surface pro x, it does not have the setting "Xbox networking" under the gaming setting. on an intel based windows 10 device(running the same build), it does. 

I'm having this issue as well. I also get the dialog "this device is no longer supported".
