Chunk loading is slow, and can cause a problem, but it is still a problem in 26.3. I think this should be resolved as soon as possible, as this disrupts a lot of the gameplay if you are using an Elytra.
I also had this happen, and playng in 26.3. I looked up as the chunks were generating, and it did that.
Also, I forgot to say that I could not move.
