I'm seeing the same issue but with PS4/PS5. I can connect to worlds that are running on the PS4/PS5 from my windows 10 PC but neither of those consoles can connect to worlds running on my Windows 10 PC. They see the cross-play game but time out when trying to connect.
I've tried uninstalling recent Windows updates (including 22H2 mentioned elsewhere), disabling (and resetting) the firewall and anti-virus and I've also connected the PS4 and PC on the same physical switch with ethernet cables to rule out wifi router issues but nothing makes a difference. I've also re-installed minecraft on the PC but nothing changes.
The minecraft version matches on all devices (1.19.51).
The only thing I've noticed is different is my PC hosted world is only listed under cross play games on thePS4/5. I was sure it also used to be listed under LAN games too. When I connect to the PS4 from the PC the PS4 is listed under cross-play AND LAN games, but only cross-play when connecting from PS4/5 -> PC.

I am seeing the same issue (PS4/PS5 -> PC) and posted more detail on MCPE-165811. Sounds like a similar issue, in my case with PS4/PS5 connecting to my PC (Windows 10) on a local network.
