What I am trying to ask is seem to be the server that are not allowing users from the client side to change the setting of the server side.

Updated to the correct BDS version, 1.8.x was the only selectable version when moving the ticket

I also saw this problem.
However I have two players on my server, we are both operators. I have enabled cheats. And for myself I had to run "/gamerule showcoordinates true" to show the co-ordinates for myself. I am not sure how to turn it on for all players.

Still the same problem after V1.13.2.0 release
Operator still can not adjust game parameters under game setting page.
the controls are enable but locked.
Does the categorization and version need to be updated? reporting the issue category under wrong version is not good for debugging process, it will be a lot of waste time.

The bug still exist in version 1.14.60.5.
When clicking the switches in game settings, it plays the switching sound but the switch doesn't change.

In case it helps to narrow this down, I'd like to add:
Changes to a player's operator status is immediately reflected in the enabled state of the controls on that player's menu screen no matter if the change is performed from a client (via chat) or at the server (using the console command)
Since this is similar to REALMS-2013, I tried it's workaround, but inviting an operator to join the game does not fix this bug
I've tested this on Win10, iPhone, and iPad clients connected to both Windows and Linux servers in both LAN and Internet environments
(I did quite a bit of testing before I decided to report this.) 😃
