Wither Skeleton / Zombie Pigman emits a constant hissing sound despite not being on fire when standing on a submerged fence

Not sure what needs to be written here. I just spawned a wither skeleton / zombie pigman in a lake filled with fences.

Confirmed. I suspect this is caused by MC-26690 as the skeleton bobs out of water and then gets lit back on fire.
