Some blocks don't affect grass and mycelium under it

The bug

If there is grass or mycelium block under a not full block with a full bottom side it won't turn into dirt block as it does with almost any block above it.

Farmland is not a full block, so it will not decay grass. Also, you will slide if there is ice under farmland and you walk on the ice.

Confirmed for 1.13.1, doesn't happen with grass paths though.

Seems to be fixed for grass paths, farmland, and enchantment tables, but not for ice. Note that I haven't checked with any other blocks in 19w13a.
