Affects blocks that always carry water (sea grass, ...) but not blocks that can be waterlogged (chests, ...).

For other blocks, this issue seems to have been 'fixed' by not allowing force-waterlogged blocks to be placed outside of water.

Still can't spread water by its own, but can keep already spreaded water. So... 18w10d affected.
