The bug
Water from tall seagrass will not flow until you break the seagrass.
How to reproduce
Video demonstrating the issue:
[media]Place water two blocks above the ground and place tall seagrass on the ground below
Surround the tall seagrass with blocks
Break the surrounding blocks
Observed behavior
The water from the tall seagrass does not flow at all.
Expected behavior
The water from the tall seagrass would flow when possible.

What the... Welp, I guess I got ninja'd when I posted MC-131075, because this report didn't exist when I was originally writing mine, haha (the time stamps disagree, but I'm generally fairly thorough when trying to find already-existing reports, so I really don't know what happened here... maybe I fell asleep and finished writing it later or something). Feel free to check out my report if anyone wants to see more info on this bug.
