The Bug
Phantoms don't avoid water, and can swim completely fine in water when swooping towards a player. This makes fighting phantoms incredibly difficult when in the water.
Steps to Reproduce
Locate a large and deep body of water.
Summon some phantoms nearby and switch into survival mode.
Get the phantoms to notice you and when they do, enter and sink quite deep into the water.
Wait for them to swoop down and attack you.
Take note as to whether or not phantoms avoid water.
Observed Behavior
Phantoms don't avoid water.
Expected Behavior
Phantoms would avoid water.

Works as intended: Phantoms are undead, and 18w19a made Undeads drown in water, including the Phantom.

Well, I can confirm this issue in version 1.21.4
But in my opinion, it could be intentional, since from my perspective, Phantoms have manta ray-like characteristics, allowing them to dive into the water, and their fin-like wings allow them to swim, making them excellent night hunters
It's up to Mojang to clarify whether this is intentional or not, etc
Do you mean undead mobs drowning? That's a new feature in 18w19a. XD
