The bug
Over a 1000 dolphins spawning in a range of 100 blocks at a certain height.
How to reproduce
Generate a new world
Go to an ocean with dolphins
Look at the dolphins as there are just a few
Teleport or fly to about y=200
As the player is outside of the 128 despawn range all mobs despawn but dolphins keep spawning and not despawning
(You can see the fish spawn and flash out but the dolphins spawn and stay)
Type /kill @e[type=dolphin]
Be disgusted at the fact that you just killed 4000 dolphins
Rinse and repeat (just for fun)

This also happens in 18w21b, both with a fresh world and a world created in 18w16a. It seems to be a duplicate of MC-130127 which probably has nothing to do with the Monument, since I had it happen both by a Monument and in an area without one.
I can second this.
I was attempting to build a structure high up over the ocean ((lukewarm?) above level 200. Took a jump, and as the surface came in view the ocean was literally covered in dolphins. Abandoned project in the area due to lag. Dolphins spawn too readily as it is, but this was crazy. Wish they were simply persistent spawns from the world seed...about the same as horses. HINT: Making dolphins ridable would suit this, and of course you can separate fantasy from reality by giving an achievement for dolphin riding called "Don't ever do this for Real!"
Just discovered this trying to build a max height mob grinder, imagine my surprise when I dove back down in the most massive pod of dolphins. Added my screenshots as well.
