Phantom is often not animated (only Multiplayer?)

Do you have spawned the phantom with NoAI=1 ?
Did you disable the vanilla data pack ?

I can confirm this is still happening in 1.18.1 and even 22w05a, in a multiplayer server I'm on Phantoms do not flap their wings

This should be reopened, the requested info was provided by another user (not reporter), 2 years after resolution, so the bot didn't reopen it.
Orbic should also be made reporter because the current reporter is no longer active (on this report).
