Appears to be a texture pack problem. Switching to the default pack should fix it. I suspect it has something to do with the new colors in the XP bar.

Even with the default texture pack and the newest snapshot I can't see the experience bar. PLEASE REOPEN AND FIX THIS.
(I can see the hearts and my food level, so I'm not in creative mode. this happens in survival and adventure mode.

I'd consider this a bug. The first level is not '1xp' long, it's confusing 😞
However there might be a good reason for it, only jeb would know in this case, the horsie changes added this feature.

Ok, cant tell if it was fixed or not, but the cause has something to do with not drawing the bar when there is no level. It also doesn't show up until you get 1 level xp, not 1 xp point. Proof of this:
