same issue with me, depends on which way the ocelot is facing. Sometimes it connects above the tail ,though usually above the head. Probably due to a hitbox problem.

MC-13823, MC-14680 and MC-13844 are duplicates: both bug reports talks about incorrect leash position on mobs.

Still a concern in 1.7.5 and 1.8
