It seems that any walking mob will not pathfind over a slab (bottom-half) if there is no block below the slab.

slabs are not transparent nor do transparent blocks usually have no collisions(glass,chests etc)... this was introduced in 1.13 snapshots and is 100% a bug
Yes, this was introduced in 1.13. I tested 1.12 and it did not happen. Slabs are not transparent. If it is a slab placed on the bottom-half, it is treated like an open block and pathfinds fine but ONLY if there is a block under it. If it is air for example, the mob will not path find over it.

Slabs are transparent, and count as full blocks to mobs. Usually transparent blocks also have no collision(wires, plants), so it makes sense they will not attempt to step over them
