Mobs are not spawning in survival world after updating to newest snapshot from latest release. Cycled difficulties to no avail.
Update: Spawners work, drowners near underwater structeres as well. And nether mobs. Seems to be only hostile mobs in overworld.
New worlds aren't affected, seems to be due to an old world (which was started with 1.13) updating to new snap

Sky light level is not how light it is, but the how obfuscated the light is from the sun/moon. 15 meaning no obstruction, 1 meaning only 1/15th makes it though.
There has to be another reason for the lack of mobs. (Maybe wait until you get a higher local difficulty?)

Yes, realized that error after first reporting. Local difficulty is something I am not familiar with. To test this, I also went to my mob farm and waited 2 hours, went and ran some errands and what not, and not a single mob spawned in that time period. Usually I just have to wait a few minutes for 20+ mobs.

Since updating to 19w02a, my world, which was also started in 1.13, seems to have no mobs spawning in the overworld apart from those spawned by spawners or part of structures. This doesn't seem to effect phantom or passive mob spawning however.

I am also having the same issue, even in farms (guardian farm for example) that worked before the newest update. Not sure if this has any bearing on the issue, but in debug screen, server light keeps appearing and disappearing when I walk back and forth. No set co-ords, just random.

I had the same thing happen once. The world was running on a server and a restart seemed to resolve it. It hasn't happened again and I can't say what caused it that time.
