The bug
Chunks are simply not loading or generating. F3+A doesn't help the situation. To reproduce, create a new world, leave the spawn chunks, and notice generation stops.

The Bug
When chunks are loaded then unloaded, they do not recharge when the player returns near them, even if you force reloading with "F3+A".
How to reproduce
When you are in a world, leave the area where you are to unload the chunks.
Then, go back to where you were.

[media]Can confirm. At first I thought that I just got another performance hit due to my weak hardware (the 1.14 snapshots have some pretty long loading times compared to 1.12.2 or even 1.13.2), but looking at this open issue, I guess I wasn't the only one affected.
This wasn't fixed in 19w13a, it is fixed in a future snapshot (which would be 19w13b if things work out for the devs).
I see that this is being addressed in a future update, but I think it's interesting that when I lowered my render distance to '2' the chunks would load in, not smoothly but always. At render distance '3' or above the chunks would not load in.

In a world loaded in 19w12b, it's the exact opposite. Spawn chunks don't load until relog, but every other chunk loads properly. Spawn chunks also never stay loaded even when the player relogs inside of them.
