Can't place doors, rails, buttons, pressure plate, redstone, etc. on soul sand

I don't think MC-136405 should be marked as related. Apart from being a block placement issue, it doesn't have much in common with this.

soul sand isn't a full block, some things can't be placed on them.

Affects 20w08a. This was intended behaviour for 10 years, but suddenly it no longer working is considered WAI? Makes zero sense and should be reverted to how it was.
