The bug
If fences are between you and bees, if you hold either a lead (pulling them toward you) or flower to make them follow you, bees get stuck at the top of fence because they cannot pathfind to fly over it to get to you.
This leads to them just being barricaded by the taller hitbox instead of pathing over the fence.
This also occurs if they fly over a fence on their own, and does not require a player.
To reproduce
Build a fence that divides an enclosed area
Spawn some bees on one side of the fence
Go to the other side of the fence
Hold a flower to get the bees to follow you
→ ❌ Some bees will get stuck at the fence

the bees after being blocked near the fences do not try to change direction or to fly higher to go beyond the obstacle, even if pushed in other directions they tend to return towards the fence, not even returning to their hive after a while. It occurs best with

[media]Still occurring in 19w42a - The fence is straight in this case and if the bees pushed long enough, the bees will dislodge and return to normal behavior before encountering the fence again.

This still occurs frequently on 1.18.1. Punching the bee is a good way to get it unstuck, but then I have to run away from it for awhile until it de-aggros.
