How to reproduce
/summon minecart ~ ~ ~ {Passengers:[{id:cow}]}3. Right-click the minecart, ignoring the cows
Does not happen for pigs/horses
Fixed for boats in 19w42a (arm doesn't swing for boats at all anymore)

Would also be helpful if it displayed a message over the hotbar like beds do, since in both cases you're trying to enter an occupied object.

Confirmed. This actually happens with boats that are full of any type of mob, if you can click on the hitbox of the boat. (You can see the hitboxes by pressing F3+B)
