Confirmed. Using a lead on them has fixed it for me. But every time I relog, they won't move.
As I just noticed, it seems like one of the causes has to do with the full screen mode, or at least it caused my horse to go from controlable to not by switching fullscreen on with F11. Don't think this problem occurs in the Options environment though, as I guess it's safer for the system. Though I'm using windows 7.
I still have the problem and do not use full screen mode at all. I do not think the issue is related.

I have this issue as well but only my named horses can't move. I have no problem riding unnamed ones.
And just wanted to confirm that 13w21b didn't fix it.
Yeah, the horse I found that didn't work was named as well.

This also occurs to me. It seems that sometimes taking damage fixes, as well as leads, but not every time. Reloading the area fixes sometimes as well, but going fullscreen resets them to not walk.
I didn't have the problem until 13w21a, but I didn't ride too much. However, I've found that after breeding, the horse will move again. It has affected both my named horse and my unnamed donkey, although primarily my named horse, and it was never a problem before I named him with either of them.
Edit: After some experimentation, it seems that they're frozen whether you're riding them or not. They stand in the same place even when you're not mounted on them, and although they'll rotate and eat, they will not move. Giving them a single punch seems to work; after starting, they'll begin to move on their own, and then can be saddled and ridden. Don't call PETA.
That's odd, for me only named horses don't move.
Edit: I punched it, and it started moving again.

I'm having that problem too, and also, my horses keep slowing down. When I spawn them, they all tend to be quite fast. If I dismount one and get on another horse, and then remount the first horse, its speed is significantly decreased, and will continue to halve if I repeat the process. Now most of my horses move at walking pace. Anyone else getting this?
I had the same problem.Punching a horse or giving it food usually helps.

I am also experiencing this problem. Horses can pivot in place and jump but will not respond to wasd movement. I've found that dismounting and remounting the same horses 4-6 times will usually allow you to start moving on the horse again.
