Clouds do not render behind transparent particles

The bug

Clouds do not render behind particles that are partially transparent, such as ambient potion particles, campfire smoke particles, or firework particles.

To reproduce

1. Place a campfire

2. Enable clouds

3. Look at the smoke particles that are fading out
   → ❌ The clouds do not render behind them
