The bug
So I was seeing the new particle fix using the campfire smoke and saw when the particles fade out that they make the other particles seethrough as well.
This also affects block breaking particles of transparent blocks (e.g. stained glasses); see also MC-195074. This probably applies to other particles as well.
To reproduce
Place a repeating command block with the following command:
/particle minecraft:campfire_signal_smoke ~ ~1 ~

Attached the screenshot from MC-162717 to show that the smoke particles also make other kinds of particles transparent.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.

Can confirm. Can be reproduced in survival as well by blocking campfire smoke with a block. I don't think other particles are affected as well.
