Happens to husks too

Can confirm.

The game is getting the head texture from the top-right instead of the top-left

I have the same issue with Zombie Heads 

i noticed this in 19w41a as well

Not only zombies and husks but unsupported ones like giants are affected because they use the zombie model and changes or bugs happened to the zombie will also happen to giants.

Drowned are not affected, presumably because they've got a partially transparent outer head layer.

Baby zombies and husks are not affected, which is strange, considering that they are just resized zombies.
