[MC-163909] Enchanted items glow in the dark

Players and mobs wearing enchanted items or armor are visible even in a dark room because the enchanted items glow in the dark.

I don't know if this is works as intended or not, but it does seem to be new.

Why exactly is this intended? It definitely is a new issue (didn't happen in 1.14.4), and looks very odd.

We decided that it makes sense that the glow of enchantment would actually represent an emissive property, and actual glow.

This is definitely more noticeable with the new darkness effect; figured I'd upload something even though it's probably still WAI.
