The Bug:
In third person, when a player has the glowing effect, they appear to be glowing as expected, however, in first person, no glowing outline can be seen on the hand or held item of the player. Additionally, when a player is damaged, their player model will appear a tint of red momentarily, and this can only be seen in third person and not first person.
Steps to Reproduce:
Glowing effect:
Switch into first person and give yourself the glowing effect by using the command provided below.
/effect give @s minecraft:glowing 100 0
Look closely at your hand or held item.
Take note as to whether or not the glowing effect renders in first person.
Red damage tint:
Switch into survival mode and change into first person.
Ensure that you're holding nothing in your hand and give yourself the instant damage effect so that you take some damage by using the command provided below.
/effect give @s minecraft:instant_damage
Watch your hand closely as you are damaged.
Take note as to whether or not the red damage tint renders in first person.
Observed Behavior:
The red damage tint and glowing effect aren't rendered in first person.
Expected Behavior:
The red damage tint and glowing effect would be rendered in first person.

Can confirm in 1.18.1. I'd like to request ownership of this ticket if that's alright since I believe the current reporter's account has been deactivated. 🙂
This might be intentional, but it would be interesting seeing this as a feature. I'm just gonna watch this issue to see what happens. 🙂
