When bees try to pathfind to a flower that is covered horizontally and vertically, but not diagonally, they get stuck.

P.S.: When the transparent block is broken they pollinate the flower and act like nothing happened.

In 20w11a, it does indeed pollinate the flower, though I feel like thats a bug itself. Also the fact that it can see it at all and is trying to get to it is possibly related to MC-160520
works in 1.17.1. Could be that the A.I. is somewhat dumb or flawed in a way because it will not find an alternative rout when presented with a barrier blocking the target. Hope this explanation helps. Also hope that Mojang improves the A.I. so that this is patched

As shown in the video, the bee will attempt to pathfind towards the flower regardless of whether or not the block is transparent or not, which is what is described in MC-261691 (can't get to the flower, yet targets it anyways), and when it does pathfind towards the flower it gets stuck on the corner blocks, as described in MC-170410.
The bee looks like getting stuck, but it's actually pollinating. Wait for a few seconds and you can see the bee fly away with pollen particles.
