Since they can infest the base versions of these blocks, one may expect them to be able to infest them when carved into other shapes, however this is not the case, which for example can be used exploitatively by building stuff completely out of slabs as silverfish-proofing.

the definition of a bug:
"A software bug is an error, flaw or fault in a computer ** program or system that causes it to produce an incorrect or unexpected result, or to behave in unintended ways."
This behaviour is expected as it is consistent with all previous versions going back to beta version 1.8.

Just because it surprised you does NOT mean that it is not WAI.
So maybe not an actual bug then, but it's certainly still a valid issue due to the obvious exploitative behaviour it allows for, allowing for cheap silverfish-proofing with no extra cost to the player, as well as the inconsistency it causes.
Can confirm in 1.17.1. Could be fixed by adding an infested
blockstate to the stone/deepslate variants instead of having separate infested blocks.
