The bug
There are fossils that spawn in Nether Fortresses or Bastion Remnants, replacing parts of them.
How to reproduce
Create a "World Type: Single Biome" world with "Soul Sand Valley" as biome
/locate
either a fortress or a bastion and check if a fossils generated insecting them. Repeat this step if you cannot find any intersecting fossils.

Confirmed. I also found a "stacked" fossil using the seed 2665102529778614091 and the coordinates -661 72 144.
"Stacked" fossils are covered by MC-170815.
Fossils continue to generate inside of bastion structures during 1.16's release candidate 1, 18 June 2020. I have attached two images showcasing bastions being afflicted with this generation.
