fix: just raise the nether roof to 256?

Still happening in 20w11a.

They haven't raised the nether past 128 because it would make the nether unplayable for a significant percentage of the playerbase. It would make the nether effectively an even more extreme version of the Amplified worldtype.

@unknown At second case I think that you're right, but in the first, I'd argue. Someone created a mod that raises the nether roof and it doesn't affect game stability and performence practically at all, even in such a laggy biome like crimson forest
