The Bug:
In most cases, sounds produced by non-biological entities (entities that don't physically live, for example, item frames) are controlled by misleading sound sliders. This makes handling how you wish to hear sounds within the game quite confusing.
Below I've constructed a table that highlights these errors.

Steps to Reproduce:
Enable all sounds and produce any one of them as listed above.
Navigate to the "Music & Sounds" settings menu and turn the sound slider that controls the sound you just produced to "OFF".
Produce the same sound once again and as you do this, listen closely.
Take note as to whether or not the sounds of many non-biological entities are controlled by the incorrect sound slider.
Observed Behavior:
Some sounds are controlled by misleading sound sliders.
Expected Behavior:
The affected sounds would be controlled by logical sound sliders.

Your video is compressed pretty poorly, I was able to get it down to 1.2 MB with no quality loss just with ffmpeg mp4 -> mp4

The Bug:
Item frame sounds are controlled by the "Friendly Creatures" sound slider.
Steps to Reproduce:
Navigate to the "Music & Sounds" settings menu.
Turn the "Friendly Creatures" sound slider to "0%".
Turn every other sound slider to "100%".
Exit this menu and obtain some item frames.
Place some down, interact with them, destroy them, and as you do this, listen closely.
Take note as to whether or not item frame sounds can be heard, (are controlled by the "Friendly Creatures" sound slider).
Observed Behavior:
Item frame sounds are controlled by the "Friendly Creatures" sound slider.
Expected Behavior:
Item frame sounds would not be controlled by the "Friendly Creatures" sound slider.
Requesting ownership of this ticket since the reporter has been inactive since April of 2020.
It appears that this issue not only affects item frames sounds. This same concept can also be seen with lots of other non-biological entity sounds as well. For example, the sounds of boats rowing, projectiles hitting the ground, placing/breaking paintings, etc.... are all controlled by misleading sound sliders. Since I'm the reporter of this ticket, I've updated it accordingly to reflect this information and the core problem as a whole. 🙂
