[MC-42132] The sounds of minecarts aren't controlled by the correct sound slider

The Bug:

The sounds of minecarts aren't controlled by the correct sound slider and are instead controlled by the "Friendly Creatures" sound slider. This seems illogical as minecarts aren't friendly creatures of any kind.

Steps to Reproduce:

Navigate to the "Music & Sounds" settings menu.
Turn the "Friendly Creatures" sound slider to "OFF".
Turn every other sound slider to "100%".
Exit this menu, place down a line of rails, and summon a minecart on top of them.
Begin pushing or riding the minecart and listen closely as it moves.
Take note as to whether or not the sounds of minecarts can be heard, (are controlled by the "Friendly Creatures" sound slider).

Observed Behavior:

The sound is controlled by the "Friendly Creatures" sound slider.

Expected Behavior:

The sound would be controlled by some other sound slider and not the "Friendly Creatures" sound slider.

In 07a, both Minecart sounds (inside and outside) are controlled by the "friendly creatures" sound slider. We can say that this is fixed.

Tested in 1.16.3. Minecart sounds are controlled by "Friendly Creatures" both in and out of the minecart. Resolved.

Tested for 21w08b. Will try to attach comment with a video later but here are the results;

Friendly creatures entirely controls the minecart sounds, both for entity.mincart.inside and entity.minecart.riding, as well as the new entity.minecart.inside.underwater.

BUT

When the friendly creatures is turned back on, all the minecart sounds that are supposed to play do not do so - a possible link to the subtitle issues connected with those sounds.

The above suggests the titled bug has been fixed at some point, but there is still another bug related to the volume bars and minecarts (i.e. MC-168621).

Opinion: The friendly creatures volume is described as “The volume of passive mobs.” A minecart is not a passive mob, but a player-made entity. Another player-made entity is a firework, which is listed as “Ambient/Environment”, so it would possibly be fitting to move the minecart sounds there (obviously after the sounds and subtitles bugs are fixed).

@unknown, no, I don't think so. MC-177082 is about sounds not having associated subtitles whereas this report (MC-42132) is purely about minecarts not being controlled by the correct sound slider.
