I walk near water and get pulled in

I found it will pull you into the water or a lower block if you are on a farmland or path block. It doesn't pull you into the water if you are on a full block like grass or dirt.
Actually this is a duplicate of MC-188987.
This is occurring for me as well on 1.16 Pre-release 5.
