[MC-189653] Can't extinguish fire with sword/trident in creative mode

When trying to extinguish fire with a sword in creative mode, it won't work.

Go into creative mode
Get a sword and a flint and steel
Use the flint and steel on a block and try to extinguish the fire using the sword
→ ❌ You can't extinguish the fire with a sword

I hope this isn't WAI because being able to use a sword to frantically put out fire without destroying your builds in creative was very useful.

It was a bug, that you used to be able to do that. See MC-177763 which duplicates MC-147708

Fire is a block, and swords are meant to not break blocks in creative. Please resolve.

The ticket was already checked by mojang, they didn't think it was WAI
