You can hear the teleportation sound and see the particles but you can't actually see it teleporting.
Steps to Reproduce
Get an enderman into a minecart
shoot it a few times with a projectile
move away and wait
Note: teleportation during shooting the projectile is MC-183446

Confirmed. Throwing snowballs at endermen in minecarts creates excessive sounds and particles. This also happens for boats.
