Endermen still avoid projectiles when riding minecart or boat

MC-3866 Endermen are not supposed to teleport when in a minecart. However they still produce teleporting particles, and you can hear it teleporting all around you, although visually it remains in the minecart. Reproduce by spamming snowballs at an enderman in a minecart. Endermen aren't supposed to be hit by projectiles, but they are not supposed to teleport inside of a minecart either. It should just void the projectile.

Unable to reproduce in 1.16.2 pre-release 1. The Enderman just stays in the minecart doesn't make teleportation noise or anything just stays there,

Endermen aren't supposed to be hit by projectiles, they either go through, bounce off, or despawn.
