In 1.21.60.27 Preview, endermen can no longer teleport when riding boat and minecart. However, when riding boat or minecart, endermen can be hit and damaged by projectiles. This is also a parity issue with Java Edition.
Steps to Reproduce:
Spawn an enderman
Make it ride boat or minecart
Throw projectiles (such as arrows and tridents) at the enderman
Observed Results:
The enderman was hit and damaged.
Expected Results:
Arrows should pass through Endermen (according to the Java Edition).
