Its raw, non-polished planks texture seems to resemble the 18w43-18w46 planks texture rather than the 18w47a and up planks texture. Interestingly enough it was introduced after said changes.

I can confirm. You're definitely right that it resembles the older textures that aren't clean and are raw-looking, but could definitely be intentional because the composter looks to be a dirtier block in general.
