Steve and Alex's custom textures in resource packs don't appear if the skin was applied in the launcher.

Steve and Alex skins applied in the launcher or applied manually don't show custom textures for those using resource packs.

The skin on the left was applied in the launcher, and the skin on the right was applied by choosing the Reset Skin option at minecraft.net. I'm using a resource pack that gives Steve his beard back in-game.

Please provide the resource pack in question.

This is intended. Resetting your skin causes your account to defer to whichever random of Steve/Alex you were assigned. The launcher specifically allows you to select one of them, equivalent to manually uploading any other skin. Resource packs can't change non-default player skins

How am I able to change Steve default skin by texture pack so.. Imagine I am using a skin, but someone else is using default steve, but I want to see him as Herobrine for example..

I don't recall this working like that in older versions, there used to be a lot of texture packs that changed the steve texture and it affected multiplayer.

Even if it was intended, it's not optimal behavior. If I want to modify a default skin so all the instances of that skin look a certain way in order to fit in with my resource pack's artstyle, I should be able to.
