Putting a candle or head on-top of a Lightning rod causes it to not have any Lightning.

No, not really I don't believe. I have genuine proof of it. The steps to do so is:
1. Place a Lightning Rod in the open.
2. Place a candle/mob head ontop.
3. Place a SECOND Lightning Rod, no head/candle.
4. Make it thunder
5. Watch.
After some experimenting I think I can confirm this. I had 4 different rods out, spaced 18 blocks apart, one with a candle, iron bar, creeper head, and nothing. The open one got the lightning every time it struck, none of the other three covered ones did.
The lightning only strikes the top of the rod block, so if anything fills the space above it the lightning can't connect.
